RESIDENCY
[5010] Residency periods
The general rule for most social security payments under pension conditions is that the recipient must have been an Australian resident for a minimum of 10 years,with at least 5 years in period.
Recipients of social security payments under allowance conditions must generally be living in Australia,with other varying requirements.
New arrivals
The residency qualification for most benefits is 2 years in Australia.Benefits falling under this rule include Newstart,Youth,Sickness,Widow Allowances;Disability Wage Supplement;Parenting Payment;Mobility Allowances;and Special Benefit and Carer Payment; Residential qualifications have "safety net"provisions for situations where circumstances change significantly for reasons beyond the new arrival's control.The 2-year waiting period does not apply to refugee and humanitarian immigrants.
ASSETS TEST

For social security assets test purposes,"asset value" is the market value of a given asset,reduced by secured debts or encumbrances on that particular property.
This is a different from the Australian Tax Office(ATO) approach in Ruling TR 95/25,which traces the use to which borrowed money is put - not the security used - to determine deductibility.
