D.The relationship between E-Government and New type of Information Communication Mechanism of Governmental Crisis Management
E-Government refers to the use by government agencies ofinformation technologies (such as Wide Area Networks, the Internet, and mobile computing) that have the ability to transform relations with citizens, businesses, and other arms of government. The essential of E-government is a form of transformation of existing, industrial-aged government, that is, using information technology and other technologies concerned, construct a government whose structure and method of operation is more appropriate for the information age.
New type of Information Communication Mechanism of Governmental Crisis Management requires the application of modern communication networks, to achieve convenient and effective information communication between the G2G (Government to Government), (G2C government to public), G2B (government to business) and G2N (government to non-profit organization). The “three networks and one database” framework of e-government is very suitable for it. In conclusion, e-government is motive power and technical guarantee of new type of Information Communication Mechanism of Governmental Crisis Management.
III.NEW TYPE OF INFORMATION COMMUNICATIONMECHANISM BASED ON E-GOVERNMENT
New type of Information Communication Mechanism of Governmental Crisis Management requires the support of e-government, only thus can the new type suit China's basic conditions of transformation period. To illustrate the presentation much better, we divide communication of crisis information into two processes-- within government and outside government.
A.Information flow among the various levels of the government based on coordination
The government is the largest producer and owner of information in social life. Facing the happening of crisis, the government should exchange information within its own departments in order to fully grasp information of the various regions and departments and make the right decision.
Information flow based on co-ordination among the various levels of the government (see figure 1) consists of information communication and coordination of parallel level of government, the various functional departments and superior and subordinate governments. The information infrastructure is based on the government intranet, government private network and database of information resource.
