Management of the Registration of Social Organizations
Chapter I.General Provisions
Article 1 in order to protect citizen's freedom of association,and safeguarding the legitimate rights and interests of social groups,social groups to strengthen the registration and management,and will promote Mrs material civilization,spiritual civilization construction,the enactment of this Ordinance.
Article 2 of the alleged social organizations,is composed of Chinese citizens voluntarily,to achieve the common aspirations of members,in accordance with its charter activities of the non-profit social organizations.
State organs other than the organization can serve as members of units to join social groups.
Article 3 of the establishment of social organizations,should be the review of its business unit in charge agreed to,and in accordance with the provisions of the registration.
Social groups should have the legal conditions.
The following groups are not registered with the regulations:
(A) participate in the Chinese People's Political Consultative groups of people;
(B) institutions by the State Council approved establishment of regulatory bodies,wells approved by the State Council from the registered groups;
(C) agencies,organizations,enterprises and institutions within the approved the establishment of the unit,the internal activities of the groups.
Article 4 society groups must abide by the Constitution,laws,regulations and national policies,not to oppose the basic principles of the Constitution.Must not endanger national unity,security and national unity,must not harm national interests,social and other public interest organizations and citizens of the legitimate rights and interests must not run counter to social morality.
Social organizations shall not engage in profit-making business activities.
Article 5 countries to protect social groups in accordance with the laws,regulations and charter activities,any organization or individual shall not be unlawful interference.
Article 6 of the State Council,civil affairs departments above the county level and local governments at various levels-level civil affairs departments of the People's Government is the Registration of Social Organizations authorities (hereinafter referred to the registration authority).
The relevant State Council departments and local governments at various levels above the county level departments and the State Council or above the county level authorized by local governments at various levels,is related to trade,or business disciplines within the social organizations in charge of the business units (the business unit in charge ).
Laws and administrative regulations on the supervision and management of social organizations as otherwise provided,in accordance with relevant laws,administrative regulations,the implementation of the provisions.
