UN Secretary-General Kofi Annan has pointed out:Despite a number of countries in poverty eradication efforts,despite the increasing trend in the global economy,poverty is still spreading,the poor is still widening,the world's nearly one quarter of the population lives in poverty.United Nations Development Program's "Human Development Report 1998" shows,and now there are around 2.6 billion people lack basic sanitation facilities,1.5 billion people in poor housing and poor,2.0 billion people can not drink standard for drinking water,the world's fifth the education of children,one of less than 5 years,the same percentage of children are malnourished.
