一、“by + 時間”表示截止到過去或將來的某個時間點,用作時間狀語時,句子的謂語動詞的時態(tài)有兩種情況：
1.謂語動詞為行為動詞,而且該行為是發(fā)生在某個時間點以前的,需要要用完成時態(tài)表示,如：
By the end of last year,we had already read almost 100 English Articles.去年年底以前,我們已經讀過差不多100篇英語文章.
(去年年底以前是個過去以前的一段時間,讀書是發(fā)生在這段過去的過去時間內,截止到的時間已經不包括在內)
By the end of next year,we will have read at least 100 English Articles.明年年底以前,我們將至少讀100偏英語文章.
(明年年底以前是個將來以前的時間,讀書是發(fā)生在明年年底以前的行為).
2.謂語動詞為含有 be 表示的狀態(tài)動詞,而且該狀態(tài)截止到某個時間點時依然存在,就需要用一般時態(tài)表示,如：
By the end of last year,we were still busy with our reading.截止到去年年底,我們依然在忙于閱讀.
By the end of next year,we will also be busy with our reading.截止到明年年底,我們將還要忙于閱讀.
二、關于本題的說明
they were no longer used in battle 指的是戰(zhàn)車不再被用于作戰(zhàn)是既包括16世紀以前也包括16世紀在內的一種繼存狀態(tài).
