Pareto optimal only indicates the efficiency of the economy.However,government must take the fairness into consideration.For example,tax will result in the dead loss,hence it brings about an non-Pareto optimal allocation.But one aim of the government using tax is to narrower the gap between the rich and the poor.For an extreme case of Pareto optimal allocation where one man owns all the social asset,but surely this is unfair,and government will intervene with it.
