The file not only needs to be created,but needs to be
updated as changes occur.The delegates,on follow-up
visit,record status changes(i.e.,releases,changes of
location,death,sickness,etc.)for the people they are
seeing.These changes,and those which may come from the
captors,need to be incorporated into the files.This is
complicated by identical names,aliases,errors in recording
identification numbers,and so on.The agency has developed a
great deal of experience with these kinds of problems in
Europe,but is faced with new challenges as the activities
expand all over the world.
