how for 是 短語呢還是 how..for？我的牽強理解是：失業(yè)狀況已經(jīng)到了何種程度了，而于此，政府能做些什么來確保失業(yè)者找到工作呢?但書上的翻譯是“究竟是失業(yè)人員未能履行為社會服務的義務還是國家有義務保證他們有工作可做？” 我的理解中 是：the state has an obligation （how=in what way）for （the unemployment）to make sure that they have work to do？可能有錯！請明示，在下揖過！
