Interest parties 與 stakeholder(s) 的最大分別,是前者的“利益”包括了金錢和非金錢利益（例如公眾健康）,后者往往指切身的經(jīng)濟利益.例如,政府打算在所有的餐館禁止吸煙,餐館、煙草制造商、煙草零售商就是stakeholder.但普通市民（利益相關者之一）就是一個interest party.
