The mining town of Fuxin in northeastern China has had open-pit mining for the last few years.Now,the city is feeling the effects of pollution caused by the mining.
Mayor Pan Liguo,who is also a deputy to the country's top legislature,describes the severe conditions that the city currently faces.
"The ecological and social costs accumulate as time advances.Low efficiency causes devastation and the over-exploitation of the environment."
These problems are mostly due to the inadequacies of the local government's past economic development program.The mayor says Fuxin must now invest more money in planting grass to cover bare land and filling in the large pits dug out during the mining operations.
Jin Shuqin,a researcher on the economy and environment,says the central government is better at determining how local governments should manage their natural resources when it comes to environmental protection.
"The central government has better foresight than the local government,because it can wait a long time for the exploration of these resources,and the resources can be used as strategic reserves.In the future,we can use more efficient methods and technologies to put these resources into better use."
The researcher says situation will change when local governments make environmental protection a top priority.
China began to pay attention to environmental protection two decades ago.In 1988,it made the State Environmental Protection Bureau a vice-ministry level organization administered directly by the State Council,China's cabinet.Ten years later,the government elevated the bureau to a ministry-level organization,the State Environmental Protection Administration.
Now,it has elevated it to a full ministry that will participate directly in the central decision-making process.This shows the country's determination to protect the environment while maintaining high economic growth.
Researcher Jin Shuqin says environmental protection is not only about improving the country's environment,but also about helping China reshuffle its industrial structure and upgrading companies' production technologies.
Large enterprises,such as the household appliance maker Haier,have responded positively to the government's efforts.Yang Mianmian,the company's chairman,says the world's fourth largest white goods manufacturer is an exclusive supplier to the Beijing Olympics.
"Many Olympic venues are equipped with Haier products,like air conditioners,refrigerators and washing machines."
Some experts have pointed out that the government's environment-friendly policies are having other positive results.Thousands of companies that are heavy polluters are being eliminated,while large companies with advanced technology are becoming more competitive.
