例如：There are well established and improving programs of data collection and reporting that address pavement and bridges as discrete asset classes. 我的英語水平較低,我的疑惑是：1）那個(gè)of后面應(yīng)該是 data collection 還是data collection and reporting ?自己感覺是前者哦~這樣的話established 、improving 與reporting屬于并列?可是有兩個(gè)and呀；2）address的意思?
